Like all manmade disasters, a terrorist attack can be placed on a “risk matrix”. A risk matrix compares the relative likelihood of an event happening to the consequences of the event. For instance, while the probability of a nuclear attack is very low, the consequences of such an attack are so severe that mitigation plans are thought to be necessary. Using the risk matrix found on page 440 in your book, where would you place a low-level (eg, lone-wolf, using a long-rifle or handgun) attack in your community? Where would you place the same attack on your community, but of the larger-scale type (eg, multi-person attack, using high explosives or coordinated tactics)? Please spend at least a paragraph justifying your answers and, as always, do a little bit of outside research..
