HR POLICY IMPLEMENTATION AND FRONT LINE MANAGERS

Do you have challenges in your organization where first-line managers are reluctant to enforce HR policies as they view it as not part of their roles?

Looise, JK et al (2006) in their article argue that even in HR practices are believed to be effective, the systems might not be as effective because first line managers do not know how to implement them on the work floor. The argument has been and I have found it within our own organization is the argument that these managers or supervisors insist that their role is for operational output and are reluctant to take on HR responsibilities. This to an extent is true and real as we find that most of them do not have sufficient competencies to apply HR practices or not provided with clear policy and procedures for performing the additional HR tasks. However, with training and handholding and making their responsibility all our supervisors have embraces this

They lack the capacity. The HR role is developed without the first line managers jobs being reduced. They lack competencies as mentioned here above. They need guidance on how to handle industrial relations. Lack of support. This is mainly from HR section or where this is no identifiable, human resources department
