How to prevent excessive democracy

The U.S. Constitution was crafted as a philosophical document that casts the aspirations of those who choose to make this land their home. It also gives those who were born here rights and privileges of making decisions about their lives and their futures. One of the key aspects of the Constitution is the issue of representation and decision making. The implication is that everybody has a say in who, why, and how representation is determined and their democratic outcomes.
How can this noble idea of representation and decision making be accomplished without losing focus? In other words, how can excessive democracy be prevented while honoring the ideals enshrined in the Constitution?
