Does the US democracy truly reflect the will of the people

A democratic government is based upon the idea that the govrnment reflects the will of the people. Does the US Congress do so ? I disagree because look at the health care, gun legislation .. etc the paper should be exactly three pages NO MORE THAN THREE. The essay in the order Introduction: Does the US democracy truly reflect the will of the people? Section 1: (( comparison )) if the congress reflects the will of the people or no Section 2 : (( case study )) Why do you think the U.S congress reflects on the will of people ? your arguments and facts, and the proof that support your arguments.
