Cold War be seen as the byproduct of a ‘security dilemma’

To what extent, if at all, can the outbreak of the Cold War be seen as the byproduct of a ‘security dilemma’ between the Soviet Union and the Western allies?

Suggestion from the course: Engagement in the question of whether the hostilities between the Soviet Union and the United States were a result of the technological change, or whether the technological change and MAD doctrine resulted from the hostilities. For instance, if it is just nuclear arms, why didn’t the USA have the same fear about France and the UK developing weapons? Much more engagement with the Soviet actions in Germany, and especially Berlin would sharpen this.
